Wario is absolutely bare minimum some flavor of capitalist. Doesn't he try to exploit his workers in the Wario Ware series? Classic Capitalist behavior right there.
I have looked over Wario's lines from the fortune street series, it appears that Wario has no particular qualms with tax offices on an ideological level although he covets other players tax offices to enrich himself.
Also Wario admits to insider trading.
edit: Additional analysis of Wario's fortune street lines indicates that he views players less rich than him as "Peons". This simply could be Wario using it as an insult against less powerful entrepreneurs in Fortune Street, however it could also indicate more into Wario's internal worldview that those with less material wealth should have their rights taken away as was the case with historical Peonage systems.
I don't think Wario knows what a libertarian even is. If you tried to explain these things to him he would get bored and pick his nose and then ride away on his motorcycle. He has the same depth of understanding of wealth as Eddy from Ed Edd n' Eddy.
WarioWare Gold's ending showed him attempting to dodge paying his workers, so the answer to the OP question is an undisputed unbiased 100% accurate yes.
